The Immigration Act of 1990 established the Diversity Visa Program (DV), which opens up the availability of 55,000 immigrant visas that become accessible through random lottery selection. The Diversity Visa Program lottery is open to natives of countries that have historically immigration rates to the United States. In order to apply to be a part of the lottery there are some necessary qualifications. For example, applicants must have at least a high school education or two years of qualifying work experience within the past five years.

In order to register, entrants must apply through an online form submitting digitals photos through the official DV lottery website. On October 5th, 2022, at noon EDT, the State Department started taking online applications for the Fiscal Year (FY) 2024 Diversity Visa (DV) lottery. The deadline for filing online for foreign nationals who want to participate in the lottery is Tuesday, November 8, 2022, at noon EST. After the entrants have registered for the lottery, they will receive a confirmation number which can be used to check the status of their application.

The lottery results will be picked randomly by the DV lottery program which will select 55,000 green card numbers for the fiscal year 2024, the results for FY 2024 will then be released in May 2023. Afterwards, starting on October 1st, 2023, foreign nationals who were chosen in the lottery may submit their applications for green cards.
